One of the dumbest theories out there is that you can run the government like a business, right up there with the federal budget is comparable to your household budget, insert balancing a checkbook meme.
 
Reading the article it sounds like Bach got the city out of deep shit and then he and the city moved on, and elected another conservative right after. The journalist was intent on confirming his own beliefs and still couldn't hide that.
